Explanation
Indicates that the second action is done before the first, often preparation or a declaration. More formal than 前に. Attached to the dictionary form of verbs or nouns.
Examples
会議に先立って、資料を配布します。
Prior to the meeting, materials will be distributed.
開幕に先立ち、選手たちが意気込みを語った。
Before the opening, the athletes spoke of their determination.
Note
The main clause is usually a preparatory action (準備, 宣言, 挨拶). Compare に先駆けて (taking the lead).
