Explanation
① due to..., used in formal notices and announcements; ② per..., expressing proportion. Attached to nouns.
Examples

Each person receives one cup of tea.
Note
Sense ① is for notices with 〜します/ください; sense ② expresses proportion. Don't confuse with について (about).
