N + 抜きでは／抜きには；N + を抜きにしては
Explanation
Without the noun, the main clause cannot hold; the main clause is usually negative.
Examples
水を抜きにしては、人間は生きられない。
Without water, humans cannot live.
彼を抜きには、この計画は語れない。
This plan can't be discussed without him.
Note
Unlike 抜きで, 抜きでは/抜きには requires a negative main clause (without X, can't...).
