Structure
普通形 + ということだ；N + だ + ということだ
Explanation
① hearsay ("they say..."), like そうだ; ② summarizes or explains what was just said ("in other words..."). Attached to the plain form of verbs/adjectives or noun + だ.
Examples
来月、新しい店がオープンするということだ。
I hear a new shop is opening next month.
つまり、今回の計画は中止になるということだ。
In other words, this plan is being cancelled.
Note
In the hearsay use the information comes from others; in the summary use it pairs with つまり/ということは. Compared with そうだ it emphasizes the content of the report.
