Explanation
Verb dictionary/nai-form + つもりだ expresses the speaker's intention, "intend to...". The past form 〜つもりだった means the original intention (which was not realized).
Examples
来年、日本に留学するつもりです。
I intend to study in Japan next year.
今日は何も食べないつもりです。
I plan not to eat anything today.
Note
つもりだ states intention more clearly than 〜ようと思う. The question 〜つもりですか asks about plans. Note 〜たつもりで is a different expression.
