Structure
N + がいる / N + は + 場所 + にいる
Explanation
いる indicates existence of animate beings (people, animals). が marks subject, に marks location. Contrast with ある for inanimate things.
Examples
公園に子供がいます。
There are children in the park.
妹は部屋にいます。
My younger sister is in the room.
Note
いる is an ichidan verb. For "at" use に, for "exists" use が. Negative of います is いません.
