Explanation
Indicates before/after a time. Time+すぎ = past (minutes after); Time+まえ = to (minutes before). Note: 〜分前 (〜ふん/ぷんまえ), pronunciation varies with number.

Note
すぎ and まえ are only for clock time. 〜前に = before doing something, different usage.
