Explanation
〜とは/〜なんて: expressing surprise or emotion about the fact.
Examples
彼がこんなに早く辞めるとは、思わなかった。
I never thought he would quit so soon.
一人で夜中に山へ行くなんて、無茶すぎる。
Going into the mountains alone at midnight is too reckless.
Note
とは shows surprise; なんて shows contempt or emotion. Often with 思わなかった/驚いた.
