Explanation
〜かと思えば has two uses: ① two things happen almost simultaneously in contrast ("just when I thought..., then..."); ② listing coexisting situations ("some... while others..."). Attached to the ta-form/dictionary form of verbs.
Examples
雨がやんだかと思えば、また降り出した。
No sooner did the rain stop than it started again.
泣いている子がいるかと思えば、笑っている子もいる。
Some children are crying, while others are laughing.
Note
In sense ① it often pairs with また/すぐ to show alternation; sense ② lists contrasting situations.
