Structure
普通形 + とは限らない；N + だ + とは限らない
Explanation
Indicates that something is not necessarily the case, denying an absolute judgment. Attached to the plain form of verbs/adjectives or noun + だ, often with 必ずしも.
Examples
有名な先生の授業が、必ずしもわかりやすいとは限らない。
A famous teacher's class is not necessarily easy to understand.
天気予報が当たるとは限らないから、傘を持って行こう。
The forecast isn't always right, so let's bring an umbrella.
Note
Often pairs with 必ずしも, 誰でも, いつも. In speech, とはかぎらない.
