Explanation
Indicates the possibility of something bad happening, "there is a risk that...". Common in news and formal language. Attaches to the dictionary/nai-form of verbs.
Examples
台風で列車が遅れる恐れがあります。
Trains may be delayed due to the typhoon.
大雨で土砂災害が起こる恐れがあります。
Heavy rain may cause landslides.
Note
恐れがある is used only for negative possibilities, mostly in formal contexts. In speech かもしれない is more common.
