Explanation
The negative of そうだ (appearance), "doesn't look like it will...". Attaches to the masu-stem + そうにない (雨は止みそうにない).
Examples

This work doesn't look like it will finish today.
Note
そうにない is the negative of そうだ (appearance), close to なさそうだ but used with verbs.
