Explanation
Indicates a domain or standpoint, "in terms of...". Attaches to の + noun or the dictionary form + 上で (仕事の上で).
Examples
仕事の上では、年齢は関係ありません。
In terms of work, age doesn't matter.
英語は勉強の上で、とても役に立ちます。
English is very useful in studying.
Note
上で (scope) indicates a domain or standpoint. Note the difference from 上で (temporal).
