Structure

V/い形（普通形）+ 上に；な形（語幹）+ な + 上に；N + の + 上に

Expresses addition, "on top of that...". Attaches to plain verb/adjective forms or の + noun + 上に (値段が高い上に、味も悪い).

この店は値段が高い上に、味もよくないです。

This shop is expensive, and on top of that the food isn't good.

道が込んでいる上に、雨も降ってきました。

The roads are congested, and it's started raining too.

上に is used for cumulative additions, positive or negative. Similar to だけでなく but 上に emphasizes the addition more strongly.
