Structure
V-可能形（五段：え段+る；一段：去る+られる；する→できる；来る→来られる）
Explanation
Expresses ability or possibility. Godan verbs: change the final u-vowel to e-vowel and add る (e.g. 行く→行ける); ichidan verbs: drop る and add られる (e.g. 食べる→食べられる); する→できる; 来る→来られる. In speech, ら is often dropped in 見られる/来られる, yielding 見れる/来れる (ら抜き言葉).
Examples
私は日本語が少し話せます。
I can speak a little Japanese.
このレストランでは、好きな料理を選べます。
At this restaurant, you can choose your favorite dish.
Note
The potential and passive れる/られる share the same form; determine by context. In potential sentences the object can be marked with が or を.
