Structure
普通形 + とあっては
Explanation
Plain form + とあっては: if it is that important situation, one must...; the main clause is obligation or resolve.
Examples
部長の指示とあっては、断るわけにはいかない。
Since it's the manager's instruction, I can't refuse.
命に関わる問題とあっては、すぐに対処しなければならない。
If it's a life-threatening problem, we must deal with it at once.
Note
Similar to となれば, but とあっては stresses that the situation is important and unavoidable.
