Explanation
From a moral or common-sense standpoint one should not do this; used for advice or reproach. Attached to the dictionary form of verbs.
Examples
弱い者をいじめるものではない。
You shouldn't bully the weak.
人前で大声で話すものではない。
You shouldn't speak loudly in front of others.
Note
Synonymous with べきではない, used for general moral advice. The subject is usually people in general.
