Structure
V-辞書形 + にあたって；N + にあたって／にあたり
Explanation
Indicates on the occasion of..., more formal and literary than 際に; often used in speeches, notices and formal settings. Attached to the dictionary form of verbs or nouns. にあたり is the literary form.
Examples
開会にあたって、一言ご挨拶申し上げます。
On the occasion of the opening, I would like to say a few words.
新しい年を迎えるにあたり、決意を新たにしました。
On the occasion of the new year, I renewed my resolve.
Note
Similar to に際して, but にあたって emphasizes a significant moment. The main clause is often a speech, resolve, etc.
