Explanation
Denies that the first action alone determines the matter, used to refute a common misconception or absolute claim (値段が高いというものではない).
Examples
有名な店が必ずしもおいしいというものではない。
Famous restaurants aren't necessarily delicious.
たくさん勉強すればいいというものではない。
It's not simply a matter of studying a lot.
Note
Often pairs with 必ずしも or 〜ばいい, denying an absolute claim. Can also be used to counter the other person's opinion.
