Structure
V-意志形 + ではないか／じゃないか
Explanation
Makes a strong proposal, appeal or invitation to the listener. More rousing than 〜ましょう; often used in speeches, writing and formal occasions. 〜じゃないか is the colloquial contraction. Attached to the volitional form of verbs.
Examples
環境を守るために、みんなで行動を起こそうではないか。
Let's take action together to protect the environment!
もう一度、この問題について話し合ってみようじゃないか。
Why don't we discuss this problem once more?

Compared with 〜ましょう, 〜ではないか is stronger and more inspirational, often used in public speeches and writing.
