Structure
句子（普通形）+ ということだ
Explanation
Two uses: ① hearsay, "I heard that..."; ② conclusion/explanation, "that means...". Attaches to plain sentences.
Examples
先生の話では、来週は試験だということです。
According to the teacher, there's an exam next week.
つまり、計画は中止になったということだ。
In other words, the plan has been cancelled.
Note
ということだ marks hearsay or a conclusion, close to そうだ (hearsay) or という意味だ.
