Structure
V-ます形（語幹）+ は + する；V-ます形（語幹）+ も + しない
Explanation
Masu-stem + は/も + する emphasizes the action. はする stresses "does do (but...)"; もしない with negation means "doesn't even..." (読みはするが...; 行きもしない).
Examples
本は読みはするが、内容を覚えていません。
I do read books, but I don't remember the contents.
彼は最近、連絡もしません。
He hasn't even contacted me recently.
Note
はする emphasizes the affirmative with an implied shortcoming; もしない emphasizes not doing at all.
