Structure
V-ない形（語幹）+ なくてはならない / なくてはいけない
Explanation
Attached to the nai-stem of verbs, 〜なくてはならない/〜なくてはいけない means "must...", the same as 〜なければならない but more formal and written. In speech 〜なくちゃ is common.
Examples
学生は学校の規則を守らなくてはなりません。
Students must follow school rules.
申し込みは明日までにしなくてはいけません。
The application must be submitted by tomorrow.
Note
〜なくてはならない is more formal than 〜なければならない, often used in writing. In speech, 〜なくちゃ (いけない) is more casual.
