Structure
V-意志形（う/よう）+ とする
Explanation
Volitional form + とする expresses trying or attempting to do something (e.g., ドアを開けようとする). The negative 〜ようとしない means "refuses to...".
Examples
彼は何か言おうとしたが、言葉が出ませんでした。
He tried to say something, but the words wouldn't come out.
赤ちゃんが立ち上がろうとしています。
The baby is trying to stand up.
Note
ようとする marks an attempt; ようとしない means "refuses to". Note the difference from 〜ようと思う (intention).
