Explanation
A double negative: not entirely...; a tentative, reserved expression.
Examples
彼の意見も理解できないではないが、納得はできない。
I can understand his opinion to a degree, but I can't agree.
その提案に興味がないでもないが、リスクが心配だ。
I'm not uninterested in the proposal, but I worry about the risks.
Note
Synonymous with ないこともない/なくもない, used to tentatively affirm.
