Structure
V-ない形 + ことはない／こともない；い形語幹 + くないことはない
Explanation
A double negative meaning "not entirely without...", a reserved, tentative affirmation (食べられないことはないが、あまり好きではない). Attached to the nai-form of verbs and i-adjectives.
Examples
毎日運動する余裕はないことはないが、時間が足りない。
It's not that I have no time to exercise daily; I just don't have enough time.
彼の気持ちもわからないこともない。
I can understand his feelings to some extent.
Note
Expresses a reserved stance: "not completely, but not entirely either". Similar to ないでもない.
