Structure
い形語幹 + くはない／くもない；V-ない形 + なくはない／なくもない
Explanation
A double negative ("it's not that... not..."), more colloquial and reserved than ないこともない (e.g., 彼の気持ちもわからなくはない). Attached to the ku-form of i-adjectives or the nai-form of verbs.
Examples
彼の言いたいこともわからなくはない。
It's not that I don't understand what he wants to say.
この映画はおもしろくなくもないが、長すぎる。
The movie isn't entirely uninteresting, but it's too long.
Note
Similar to ないこともない and ないでもない, common in speech, often in the concession form なくもないが、〜.
