Structure
V-ない形 + ではない／でもない；い形語幹 + くないではない
Explanation
A double negative ("not entirely..."), more literary and reserved than ないことはない (e.g., 不安がないでもない). Attached to the nai-form of verbs and i-adjectives.
Examples
彼の意見に賛成しないでもないが、問題もある。
I'm not entirely against his opinion, but there are issues.
新しい企画に興味がないではないが、予算が心配だ。
I'm not uninterested in the new project, but I'm worried about the budget.

Similar to ないこともない but more literary, often in the concession form ないでもないが、〜.
