Structure
い形語幹 + くはない／くもない；V-ない形 + なくはない／なくもない
Explanation
A double negative: not entirely...; more colloquial than ないこともない.
Examples

I can understand his point to a degree, but I can't agree.
この映画は、おもしろくなくもない。
The movie isn't entirely uninteresting.
