Structure
V-ない形 + ずには済まない／ないでは済まない
Explanation
Out of responsibility or morality, one cannot get away without doing it. The negative counterpart of ずに済む.
Examples
この度はご迷惑をおかけしたので、謝らずには済まない。
Having caused you trouble this time, I can't get away without apologizing.
大切な約束を破ったのだから、責任を取らずには済まないだろう。
Having broken an important promise, he'll have to take responsibility.
Note
The negative counterpart of ずに済む. Similar to ざるを得ない but stresses moral obligation.
