Explanation
Indicates that the first action alone cannot settle the matter; a more serious measure or greater responsibility is required (謝ってすまされる問題ではない).
Examples
こんな重大なミスは、謝ってすまされない問題だ。
A mistake this serious can't be settled with just an apology.
他人のものを壊したのだから、お金を払わずにすまされないだろう。
Since you broke someone else's property, you won't get away without paying.
Note
The opposite of ずに済む ("get by without"). すまされない means "cannot be left at that".
