Structure
N + にかかわらず；〜かどうか + にかかわらず；普通形 + の + にかかわらず
Explanation
Indicates that regardless of the first clause, the second holds. Attached to nouns, かどうか clauses, or adjectives. かかわりなく is more formal than かかわらず.
Examples
天気にかかわらず、運動会は開催します。
The sports day will be held regardless of the weather.
経験があるかどうかにかかわらず、誰でも応募できます。
Anyone can apply, regardless of experience.
Note
Similar to を問わず. Note the difference from にもかかわらず (which is concessive: although... nevertheless...).
