Structure
普通形 + にもかかわらず；N + である + にもかかわらず
Explanation
Although the first clause is so, the result is contrary to expectation. Concessive. Attached to the plain form of verbs/adjectives or noun + である.
Examples
雨が降っていたにもかかわらず、試合は行われた。
Although it was raining, the match was held.
彼は熱があるにもかかわらず、出勤した。
Although he had a fever, he went to work.
Note
Similar to のに but more formal. Different from にかかわらず (regardless of).
