V-辞書形 + か + V-ない形 + ないか（＋ のうちに）
Explanation
Dictionary form + か + nai-form + ないか expresses "whether... or not". 〜か〜ないかのうちに means "just as..." (e.g., 着くか着かないかのうちに、電車が発車した).
Examples
駅に着くか着かないかのうちに、電車が発車しました。
The train departed just as I arrived at the station.
この機械が動くか動かないか、試してみましょう。
Let's try it to see whether this machine works or not.
Note
The basic form of か〜ないか is かどうか. Note that 〜か〜ないかのうちに means two actions happen almost simultaneously.
