Explanation
Attached to a noun, によると/によれば means "according to...", paired with hearsay expressions (そうだ, ということだ, らしい). E.g., 天気予報によると、明日は晴れるそうだ.
Examples
天気予報によると、明日は晴れるそうです。
According to the weather forecast, it will be sunny tomorrow.
先生の話によれば、来週は試験があるそうです。
According to the teacher, there's an exam next week.

によると pairs with hearsay expressions; によれば is more written. Not used for information you directly confirmed.
