Structure
普通形 + か否か；N + である + か否か
Explanation
The formal version of かどうか (whether or not). Attached to the plain form of verbs/adjectives or noun + である.
Examples
この案が採用されるか否かは、会議で決まる。
Whether this plan is adopted will be decided at the meeting.
合格するか否かは、今後の努力次第だ。
Whether you pass depends on your effort from now on.
Note
Synonymous with かどうか but formal. Also used as か否かを問わず.
