Structure
V-意志形 + が + V-辞書形/ない形 + まいが
Explanation
Whether one does the first action or not, the main clause is the same. Pattern: V-volitional + が + V + まいが.
Examples
彼が来ようが来るまいが、会議は予定通り始める。
Whether he comes or not, the meeting will start as scheduled.
周りが賛成しようがしまいが、私は決めたことを実行する。
Whether others agree or not, I'll do what I've decided.
Note
まい is the negative speculation form. うが〜まいが is literary; in speech ても〜なくても is common.
